Project Description.
While undertaking NHVR Strategic Local Government Asset Assessment Program (SLGAAP) data collection across the region, Ductile Consulting Engineers identified an opportunity to complete Council’s inspection program concurrently, significantly reducing mobilisation costs and improving value for money.
Our Role
Ductile Consulting Engineers:
- Planned and coordinated inspections alongside the NHVR SLGAAP data collection program to maximise efficiency.
- Undertook Level 2 condition inspections of four bridges in accordance with the Queensland Department of Transport and Main Roads Structures Inspection Manual.
- Completed structural risk inspections of 28 culverts using the TfNSW Culvert Inspection and Risk Assessment methodology.
- Utilised our proprietary digital inspection platform to capture field data and produce consistent, high-quality inspection reports.
- Delivered detailed condition information and maintenance recommendations to support Council’s ongoing asset management program.
Value Delivered
By integrating Council’s inspection program with the NHVR data collection works, Ductile minimised mobilisation costs while delivering comprehensive condition assessments across multiple asset types. The project provided Gunnedah Shire Council with consistent, digital inspection records and practical information to support maintenance planning, future investment decisions and the long-term management of its bridge and culvert network.

Strategic Local Government Asset Assessment Project (SLGAAP)
The National Heavy Vehicle Regulators (NHVR)s Strategic Local Government Asset Assessment Project (SLGAAP) is an Australian Government funded initiative to optimise heavy vehicle access on local road networks across Australia.
Wind Farm Projects
We assessed bridges, culverts and other road structures across 3 NSW Renewable Energy Zones to assess suitability for OSOM vehicle movements for wind farm developments. Using a staged assessment approach, we identified structures requiring further assessment or upgrade, to help plan safe and cost-effective transport routes.
Flood Recovery Projects
Ductile Consulting Engineers supported regional councils with recovery from the 2022 floods. This included inspections, damage assessments, repair scoping and cost estimates, EPAR preparation and support with design, procurement and construction.
